PROGRAM
of co-operation between the Foundation of Social and Economic Development of Regions (FSEDR) and business structures of Russian Federation and Republic of India
1. This program is developed to increase the co-operation level of business structures of Russian Federation and Republic of India.
2. The role and the place of Russia and India in international economy needs joint actions in solving the problem of economic growth. The industrial potential of Russia and India (and first of all high technologies) can not develop without national innovation technologies and mutual supplies and sales markets.
3. The goal of this program in to give an additional powerful impetus to the scientific and economic co-operation between the Russian and Indian companies on the basis of the synergetic effect in the interests of increasing the competitiveness of national economies, social and economic development of the regions of both countries and deepening the economic co-operation between them.
4. The basis of the program is the good will and the independency of Russian and Indian companies in determining the directions and the extent of their participation in integration processes.
The goals and the tasks of the program
To achieve the common strategic goals of Russia and India it is necessary to use the advantages of interstate division of labor, specialization and co-operation in trade and production.
The common goals of the companies participating in this program are the following:
- Working out the coordinated tasks for the stable business development.
- Improvement of well-being and purchasing capacity of the population of Russian and Indian regions.
- Ensuring economic, energy, food and ecological security.
- Creation of a favorable investment climate for joint use of financial and labor resources
- of Russia and India which will secure the development of competitive production and the development of transnational corporations.
- Ensuring access to the commodity, labor and stock markets and information as well.
The main tasks of the companies participating in this program are the following:
- Effective use of economic, geographic, natural, transit and labor resources of Russia and India.
- Development of mutual economic co-operation to achieve maximum effect of the coincidence of economic interests.
- Establishment of direct economic relations between regions of Russia and India.
- Diversification of production and export structure aimed at increase of high technology production, high degree of processing and added value.
Abilities of FSEDR to implement the program:
- Forming sets of regional investment projects and list of perspective assets in Russian regions to attract Indian companies’ investments.
- Attraction of investors and their support in Russian federal and regional government bodies.
- Organization of co-operation with Russian business companies including federal and regional business structures.
- Organization of co-operation with Russian scientific, technical and public structures.
- Participation in securing the necessary conditions for free promotion of stocks, services, funds and labor in Russia and India.
- Organization of state support in Russia for Indian companies’ import of goods and services (especially innovation and science intensive production) based on the international principles of fair competition and stimulating the development of domestic producers.
- Implementation and widening of competitive advantages of Russian and Indian national economies.
- Widening of mutual investments to ensure the stability of trade and cooperative relations.
- Selection of projects and concentration on large-scale investments from India.
- Creation of positive image of Indian companies in Russian regions. Ensuring rise of investment attractiveness of Russian regions.
- Assistance to successful business development of Indian companies in Russian market.
- Representing interests of Indian companies developing business in Russia in federal and regional government bodies.
- Creation of transnational corporations and financial and industrial groups in Russia and India.
- Assistance in forming interstate innovation space of Russia and India on the basis of main directions of long-term co-operation in the field of science and technology. Such co-operation is aimed at concentration of financial and material resources.

The projects pass technical, financial and legal assessment. Then the Foundation works out a financial scheme and the procedures of entering and exiting the projects.
